PROTECTION OF CHILDREN AND VULNERABLE ADULTS - VETTING AND BARRING SCHEME SUSPENDED
The Government issued the following statement in a Press Release on 15th June 2010:
"Registration with the Vetting and Barring Scheme (VBS) will be halted to allow the government to remodel the scheme back to proportionate, common sense levels, it was announced today.
Voluntary registration with the VBS for new employees and job-movers working or volunteering with children and vulnerable adults was due to start on 26 July.
This registration has now been stopped.
The government recognises that many businesses, community groups and individuals see the current scheme as disproportionate and overly burdensome, and that it unduly infringes on civil liberties."
* * * * *
Subsequently the following statement was issued by the NSPCC’s Child Protection in Sport Unit.
VETTING AND BARRING SCHEME UPDATE
The government today announced the suspension of the introduction of the Vetting and Barring Scheme (VBS) pending the outcome of a comprehensive review which is likely to result in remodelling and significant scaling back of the scope of the scheme. The scope of the re-modelling process is currently being finalised and will be announced in due course.
Although registration with the VBS (due to begin from July 2010) will not now go ahead, the ISA will continue to make barring decisions on individuals and to maintain the two barring lists.
For more information on the ISA, visit: For more information on the ISA, visit: www.isa-gov.org.uk.
To view the Home Office press release visit: http://www.homeoffice.gov.uk/media-centre/press-releases/Vetting-barring-scheme.
The new safeguarding regulations introduced in October 2009 continue to apply. This is the current advice on the Independent Safeguarding Authority website:
• A person who is barred from working with children or vulnerable adults will be breaking the law if they work or volunteer, or try to work or volunteer with those groups.
• An organisation which knowingly employs someone who is barred to work with those groups will also be breaking the law.
• If your organisation works with children or vulnerable adults and you dismiss a member of staff or a volunteer because they have harmed a child or vulnerable adult, or you would have done so if they had not left, you must tell the Independent Safeguarding Authority.
In the meantime organisations are therefore recommended to continue to implement their existing safe recruitment processes, which should include CRB checks for relevant individuals and posts.

£3.4m REVAMP AT DONYNGS RECREATION CENTRE
Detailed proposals for a £3.4m revamp of Donyngs Recreation Centre in Redhill are on show and the Borough Council is calling on residents to have their say on the improvement plans as part of a two-week consultation.
A display in Donyngs’ foyer shows the new layout for the centre, artist’s impressions of the proposed new facilities and information about the refurbishment programme, along with feedback forms so customers can give their views.
The proposals are also available to view on the Council’s website www.reigate-banstead.gov.uk
Cllr Adam De Save, Executive Member of Leisure said:
“The detailed designs for the improvements to Donyngs are almost complete and we would like to hear residents views on our proposals. The project not only promises improvements to the centre’s facilities and equipment but will also increase the range and quality of activities we can offer to customers. All of the main public areas will be extensively refurbished and there will be a lot of work behind the scenes to modernise electrical and mechanical systems, making them more effective and energy efficient.”
Over £320,000 will be spent on new gym equipment alone with approximately 30 per cent more exercise stations. The gym will be relocated to accommodate the additional equipment.
The fitness facilities will be modernised with an extended dance/exercise studio. The reception area, main changing rooms, toilets, and soft play areas for young children are to be refurbished and the centre will benefit from a significant redecoration programme.
The swimming pool will benefit from retiling and improvements to the existing tiled areas. There will also be improvements to the pool plant equipment which will add to the significant amount of work and investment that has already taken place in this area.
Behind the scenes, there will be a new air conditioning system for the gym and exercise areas, along with improvements to the lighting, heating and ventilation systems, mechanical plant, electrical wiring and fire alarms that will be designed to increase efficiency and reduce power and water usage.
The consultation runs until Monday 10 May. Feedback forms can be handed in to Donyngs reception or comments can be emailed to tim.prior@reigate-banstead.gov.uk. Alternatively send your comments in writing to Tim Prior, Project Manager, Reigate & Banstead Borough Council, Town Hall, Castlefield Road, Reigate RH2 0SH.
Feedback from the consultation will be passed to the design team and the results displayed at the centre in the coming weeks. It is anticipated that work will get underway later in the summer, in August. Whilst there will be some disruption to services it is planned that the centre will remain open to the public throughout.

FESTIVAL OF SPORT 2010
The weather severely disrupted the Festival of Sport in Reigate Priory Park on Sunday 2nd May 2010. The YMCA Fun Run was also affected but nevertheless had just under 1,400 runners - real dedication to keeping fit and loyalty to the YMCA.
After weeks of dry weather, heavy rain started to fall on Sunday about 9am and persisted throughout the morning with several periods of torrential downpours.
Although nearly all the organisations who had promised to turn up for the Festival did manage to put up tents and displays, the wind played havoc with them and the rain made displays extremely difficult. Only a few of the arena events were able to perform - the wet grass being too dangerous for many.
Nevertheless there were quite a number of people in the Festival area and there was a remarkably jovial atmosphere considering the weather.
It was obvious that, given better weather, there would have been a great deal to attract members of the public and to increase interest in sport.
Tim Hazell (rb sport chair) expressed his thanks to all those organisations who suppported the Festival and persevered against the conditions. We look forward to seeing them again next year.
A number of the handbills distributed in the RH1 area were entered in the prize draw, which was won by Sarah Finch who received a Simply Sport voucher for £50.
Surely 2011 will see better weather - lightning doesn't strike twice!

SURREY SPORTS CONFERENCE 2010
To 2012 and beyond . . . .
Surrey Sports Park, Guildford. 15th April 2010.
This conference, organised by Active Surrey, brought together representatives from organisations in Surrey with interests in sport including local authorities, governing bodies, local sports councils, disability sport, clubs and others.
The conference was well attended with a fair representation from the voluntary sector although they were outnumbered by employees of local authorities, sport governing bodies etc. The Borough Council was represented by Kevin Hetherington and Cat Gibson; Tim Hazell and Frank Hall represented the District Sports Council and at least four of our affiliated clubs were also present.
Active Surrey have today issued a Press Release outlining a report on the Conference proceedings plus various other details including a list of organisations that were represented. This can be downloaded from the Active Surrey website: www.activesurrey.com
The Conference was chaired by Gerry Caeser. Gerry is interim chair of the new Surrey Sports Board which is representative of the many local organisations and clubs that form Surrey County Sports Partnership – widely known as Active Surrey. Gerry has been involved in community sport for many years and has played a leading role in the establishment and the subsequent success of the Surrey Youth Games. Active Surrey will shortly provide further information about the Surrey Sports Board on their website.
The Conference was held at the brand new Surrey Sports Park (part of Surrey University) which has been built to cater for the sporting needs of the university students and the local community; it opened on Monday 19th April 2010. It really does provide some superb facilities in keeping with its aim to be one of the best sporting venues in Europe. It is understood there will be a membership plan as well as a ‘pay as you go’ arrangement for many of the facilities. Their website -
www.surreysportspark.co.uk
– gives information about the Park.
Prior to the opening of the conference, there was a chance to inspect the facilities in the main building. It was all very impressive indeed – but left the East Surrey representatives very envious of their colleagues from the West of the County.
In general, the visit to Guildford was well worthwhile and much of the conference discussions definitely useful.

2009 SPORTS COUNCIL ANNUAL GENERAL MEETING
The 2009 Annual General Meeting of the Sports Council, was held at Redhill and Reigate Golf Club on 23rd November 2009, with a good attendance.
After the usual formalities, Tim Hazell expanded a little on his Chairman’s Report which had been circulated. In particular he mentioned his hopes for the next Sports Awards and the plans for the Festival of Sport in the Reigate Priory Park scheduled for Sunday 2nd May 2010. Jill Twamley announced that St John Ambulance, who ran our First Aid courses, were making some changes to the structure of the courses next year; details would be published shortly.
In the absence of the Treasurer (at another engagement), Norman Phillips introduced the financial statements for the year. The Accounts showed a healthy surplus of £2,788 most of which resulted from a change in the dates of awarding grants. Full details can be obtained from our Treasurer, Maureen Pinnegar.
Norman then gave some details of the grants paid out during the year. Norman also told the meeting that a further £2,050 grants had been paid out in October 2009. A member commented that he really had had no idea we had such great budding athletes in the Borough.
There followed the election of officers etc for the year. All the previous incumbents were re-elected but Nick Thatcher had resigned from the Management Committee through pressure of other commitments.
Tim Hazell thanked all those who had contributed to the success of the Sports Council during the year.
A full copy of the Chairman’s Report will be found by clicking here.
Surrey County Playing Fields Association
Following the formal business of the meeting, Geoffrey Perkins, Area Development Officer for the Surrey Playing Fields Association, gave a short talk on the SPFA – its aims, how it is organized, what it has achieved (particularly in preventing playing fields being lost to other uses), how it manages its considerable funds and distributes any annual surplus it achieves. Further information can be found on the website www.cpfas.org.uk and clicking on the website link against Surrey. Geoffrey would be glad to hear from any club with funding or planning problems - tel 01737 553565 or email gbperkins@nascr.net
After the meeting closed, refreshments were served during which there was a useful period for ‘networking’ for those attending.
